Senior leaders making consequential decisions well.
Off Record Strategy is a solo advisory practice for leaders navigating AI adoption, acquisitions, ERP transitions, and governance failures — when the stakes are structural, not just operational.
Start a conversationThe problem isn't that you lack information. It's that you're moving faster than your organization can actually process.
- Most consequential decisions fail at the assumption level, not at execution.
- ORS works upstream of that. Before the decision is locked in.
- Advisory — not coaching, not implementation, not a methodology on a slide.
Try it before you call.
The Assumption Stress-Tester is a working diagnostic tool built on the ORS decision framework. Drop in a decision you're currently wrestling with and it interrogates the hidden assumptions underneath it across four lenses — then generates a diagnostic summary.
It won't tell you what to decide. That's the point. It's also a reasonable preview of what a first conversation with ORS looks like.

ORS clients are senior leaders — VP and above — at organizations with 50 to 500 people. They're usually in motion: adopting AI faster than their governance structure can track, mid-stream in a technology transition that's technically complete but organizationally unfinished, or navigating an acquisition where the alignment everyone agreed to turns out to be less settled than it looked.
The common thread is that they already sense the problem. What they don't have is language for it — and someone outside the political structure who can help them think it through without a stake in the outcome.
The thinking behind ORS is published at radicalintegrity.org — frameworks, essays, and the reasoning that shapes how I approach this work. If you want to know how I see the problem before getting on a call, it's there.
Read the writing ↗I'm Licia Bailey, the founder and sole advisor at Off Record Strategy. The practice draws from 10+ years in enterprise software and ERP implementation — including navigating a company acquisition from the inside — and 10+ years teaching technology adoption in university settings, where the gap between what an institution says it's doing with technology and what's actually happening is rarely ambiguous. The two contexts are more alike than they look, and that parallel is a significant part of what ORS brings to this kind of work.

If this is the right conversation to have, let's have it.
A 40-minute discovery call. No pitch, no deck. A structured conversation to understand what you're dealing with — and whether ORS is the right fit to help you think it through.
