Strategic Advisory · Solo Practice

Strategic advisory for leaders who need a decision they can defend.

Off Record Strategy is a solo advisory practice — someone outside the org to help you get there. For leaders navigating AI adoption, acquisitions, ERP transitions, and governance failures, when the stakes are structural, not just operational.

Start a conversation

The people closest to your problem often already sense what's wrong. What's harder to find is someone outside the political structure who can name it clearly, bring independent judgment to what comes next, and help you make a decision that holds up — not just in the room, but three months later when it gets tested.

Try it before you call.

The Assumption Stress-Tester is a working diagnostic tool built on the Off Record Strategy decision framework. Drop in a decision you're currently wrestling with and it interrogates the hidden assumptions underneath it across four lenses — then generates a diagnostic summary.

It won't tell you what to decide. That's the point.

Most advisory work stops at the framework. Off Record Strategy starts there. What comes next is where the real work happens — independent judgment on what the framework surfaces, pattern recognition from having watched these decisions play out before, and the kind of direct assessment you only get from someone who isn't managing a political position inside your organization.

The tool is a reasonable preview of what a first conversation looks like. The conversation is where it gets specific to you.

When something feels wrong and no one has language for it yet.

Off Record Strategy clients are senior leaders — VP and above — at organizations with 50 to 500 people. They're usually in motion: adopting AI faster than their governance structure can track, mid-stream in a technology transition that's technically complete but organizationally unfinished, or navigating an acquisition where the alignment everyone agreed to turns out to be less settled than it looked.

The common thread is that they already sense the problem. What they don't have is language for it — and someone outside the political structure who can help them think it through without a stake in the outcome.

01 A decision that felt right in the room looks different three months later — and no one is sure what actually went wrong.
02 A technology adoption that was supposed to accelerate the organization has instead exposed gaps in governance, accountability, or culture.
03 A transition — acquisition, restructuring, system overhaul — that is technically complete but organizationally unfinished.
04 A leadership team that is aligned on outcomes but not on how to get there, and is mistaking the absence of conflict for the presence of clarity.

Background

I'm Licia Bailey, the founder and sole advisor at Off Record Strategy. For over a decade I was the person inside the room whose job included seeing around corners — catching the assumption that would break the decision, naming what the organization wasn't saying, and helping leadership land on something they could actually defend. That pattern recognition, combined with the independence that comes from working outside the org, is what Off Record Strategy brings to this work. The practice draws from 10+ years in enterprise software and ERP implementation — including navigating a company acquisition from the inside — and 10+ years teaching technology adoption in university settings, where the gap between what an institution says it's doing with technology and what's actually happening is rarely ambiguous. The two contexts are more alike than they look, and that parallel is a significant part of what Off Record Strategy unique.
